Cold case: Human remains found in Nevada in 1978 belong to Ohio woman https://fox8.com/news/cold-case-human-remains-found-in-nv-in-1978-belong-to-ohio-woman/ Wed, 14 Jun 2023 21:40:16 +0000 https://fox8.com/?p=2175242 CARSON CITY, Nev. (WJW) -- Human remains found in 1978 in Nevada have been identified as a Cleveland native who reportedly dropped out of touch with family that year.

Nevada State Police announced Tuesday that the remains have been identified as belonging to Florence Charleston, a woman from Cleveland.

Charleston moved to Portland, Oregon, in the early 1970s, but family members lost contact with her by 1978.

(Nevada State Police)

Her remains were found in a garment bag on Oct. 26, 1978, in a remote area 13 miles west of Imlay, Nevada, a small town in the northwestern part of the state, according to a news release.

The bag, which included women's clothing and other pieces of evidence, was turned over to the county sheriff's office.

An investigation didn't turn up any identifying information for the woman. An autopsy determined the remains belonged to a white woman, about 40 years old, but "due to the remains being heavily decayed," investigators couldn't determine her cause of death, according to the release.

State police investigators followed up on "numerous tips," submitted dental records for comparison and worked with the FBI to examine her clothing, do a facial reconstruction and seek a DNA profile from the remains. Charleston was entered into the National Missing and Unidentified Persons System, but no leads were established.

In March 2022, state investigators employed Othram Inc., a Texas-based forensics lab specializing in cold cases, for advanced testing and a genealogy search. The technology developed "several new investigative leads," which led to her identification, according to the release.

Charleston has two living relatives -- two nieces who live here in Ohio.

They were stunned to learn that after more than four decades, their "Aunt Dolly" was found.

"Relieved because we finally know something, but God, we can't stand that anybody could kill her, she was too good of a person, everybody loved her," said Charleston’s niece, Diane Liggitt.

They now hope the same technology that identified her can help find out what happened to her.

"Every kid should have an aunt like her... She played, I'd go spend a week with her," Liggitt said. "She was just great. She was great in every way."

The investigation into Charleston's death is ongoing. Anyone with information is asked to call Nevada State Police investigators at 775-684-7456.

Cleveland officials addressing 'misleading' reports of missing kids https://fox8.com/news/cleveland-officials-addressing-misleading-reports-of-missing-kids/ Wed, 14 Jun 2023 15:22:55 +0000 https://fox8.com/?p=2174525 CLEVELAND (WJW) -- Investigators working for Cleveland police and the Northeast Ohio Human Trafficking Task Force want to set the record straight on national news reports of missing children, which city officials say are "misleading."

Cleveland Police Chief Wayne Drummond, city police detective Kevin Callahan and Chief Larry Henderhan of the task force discussed ongoing trends and current information, and took questions during a live Zoom session on Wednesday.

Read on for an archived blog of updates from the live session.

“Over the last year, more than 2,400 kids between the ages of 13-17 are missing in the county. Not only are they missing in Cleveland but Cuyahoga County,” Larry Macon, pastor of Mount Zion Church in Oakwood Village, said Tuesday.

According to Cleveland police, 30 children were reported missing in just the first two weeks of May.

"We don't know where they are at. If they are runaways, we don't know where they are at. If they are in a drug house, we don't know where they are at. If they are murdered, we don't know where they are at," said Macon.

LIVE BLOG

[This live blog has been archived.]

The Zoom session began at 11:30 a.m. on Wednesday. Here are live updates:

  • Police Chief Wayne Drummond said the city has five detectives at each district assigned specifically to missing persons, which include missing juveniles. Officers take those reports "seriously," he said.
"It's important we bring context to this particular issue we have today. ... When you look at the stats, they are startling," he said.
  • Drummond said the majority of missing juveniles in Cleveland are runaways -- but that isn't meant to minimalize the seriousness of those cases, he said. If circumstances are suspicious, they're investigated, he said.
"If we need additional help, we bring our detectives from downtown and if it looks like it's a serious kidnapping we bring in our federal partners," Drummond said. "We have resources available that we bring to bear in these particular cases."
  • There's currently nothing indicating people are targeting children for human trafficking, Drummond said.
  • Detective Kevin Callahan reviews each missing person report daily, he said.
"There is no time limit when you can make a missing person report," he said, dispelling common belief that there must be a waiting period before filing. "Depending whether it's an elderly adult or juvenile -- they all get followed up."
  • Callahan said residents can report missing persons to the city police department's non-emergency line at 216-621-1234 or to Crimestoppers at 216-25-CRIME. He recommended keeping recent pictures of children.
"Talk to your children, know who they're talking to. Know their social media accounts," Callahan said.
  • Chief Larry Henderhan is the director of the Northeast Ohio Human Trafficking Task Force, which covers several counties and works with partnering agencies in sharing information.
"I have not seen a rise of human trafficking incidents with these missing juveniles," he said. "It's becoming summer months. A lot of kids get antsy. There's lack of supervision at home. They want to go out with their friends and get out on the streets and enjoy themselves for the summer."
  • The task force's tip line is 216-443-6085.
  • "It doesn't appear there is this large amount of children being taken and being exploited for human trafficking," Henderhan said. "A child that is missing or a runaway -- they are at risk for other issues, but it does not necessarily mean they are being trafficked."
  • Drummond encouraged parents to get their kids involved in the city's activity programs.
  • Officials began taking questions from local reporters.
On a question on missing children mostly being runaways, Drummond said city police have found juveniles "come home and before they're taken out of the system, they leave again." Sometimes, parents or guardians don't report the child has returned. "There are some kids who go missing who just don't want to be found. ... It's a complex and vexing issue at times, but we do have the vast majority of our missing people including juveniles are runaways who return."
  • On a question about "red flags" to indicate suspicious disappearances, Drummond said if a child, for instance, "had an argument with the parent and took off," that changes how it's investigated. For abductions, more officers are mobilized.
"Depending on how the investigation pans out, we may call the FBI," he said. "It just depends on the information we have coming in. ... We take reports from anyone."
  • Drummond said every single report is evaluated. "All missing person reports are serious to us. But we look at the circumstances behind it."
He said he intends to clarify how many of Cleveland's missing persons reports are suspicious in nature.
  • FOX 8 News' Maia Belay asked if the number of missing children is higher or lower than in previous years and whether there are additional resources being brought to bear.
"It's up about 20%" this year, Drummond said -- but it's currently unclear why. "It's for a variety of reasons we have kids who leave their homes. We appreciate the parents or guardians being active and calling us to tell us what's going on. ... It could be based on an argument. it could be just for a variety of reasons."
Detectives then begin "immediately investigating." He highlighted specialists available in the city's recreation centers who can help assist. "Something like that can be pretty traumatic," Drummond said.
  • Drummond said "the vast majority" of the city's missing persons are juveniles and most of those juveniles are runaways. By the end of the year, most return home, he said.
  • Maia Belay asked if there's any indication where the runaway children are going. Drummond said most kids go to their friends' homes and may be "hiding."
"It's not like they're out sleeping on park benches. ... There's no particular location these kids are going to."
  • The live session concluded at noon.

Body found in Minnesota identified as Madeline Kingsbury https://fox8.com/news/body-found-amid-madeline-kingsbury-investigation/ Thu, 08 Jun 2023 16:00:19 +0000 https://fox8.com/?p=2165324 WINONA, Minn.(NewsNation) — The Winona Police Department confirmed the remains discovered near Mabel, Minnesota, are those of Madeline Kingsbury in a press conference Thursday.

"While this discovery is not what we were hoping for, we are thankful to be able to bring Madi home for her family," said Winona Police Department Chief Tom Williams.

The body was discovered by a Fillmore County deputy Wednesday off a low-maintenance public road. The area had been searched, but Williams said the body had been concealed in such a way that it was not easily visible.

Authorities said digital evidence led to the discovery of the body. Although the medical examiner conducted an examination, police said the cause of death had not yet been determined.

On Wednesday, law enforcement announced they arrested 29-year-old Adam Fravel, the father of Kingsbury's children, on probable cause in connection with the 26-year-old's disappearance. Authorities declined to comment on any charges during the press conference.

But according to the Winona County Detention Center custody report, Fravel is currently being held on a charge of second-degree murder with intent not premeditated. It is unclear if this charge is in connection to Kingsbury's investigation.

Authorities also stressed that Kingsbury's body was found on public land, not property belonging to the Fravel family. However, Fillmore County Sheriff John DeGeorge confirmed that the location was within a few minutes of property belonging to the Fravels.

Kingsbury has been missing since March 31 when she and the father of her children dropped off their kids at day care, which the day care said wasn't unusual.

She didn’t show up for work, and she didn’t return at the end of the day to pick up her children.

“Madeline was just a hard-at-work mom … she took care of her two babies. She had started graduate school in January,” Kingbury’s mother, Krista Naber, said In an interview with NewsNation. “Things were finally looking up for her.”

Over the course of several months, thousands of searchers converged in the area around Winona. Volunteers on foot, on horseback, K-9 teams and submersible drones all searched for any sign of the 26-year-old.

“We believe Maddi’s disappearance is involuntary, suspicious and we are all concerned for her safety,” said Winona Police Department Chief Tom Williams.

Police said Kingsbury and Fravel arrived back at Kingsbury’s home around 8:15 a.m. Around that time, Kingsbury responded “LOL” in a text string to her sister.

Then, around 10 a.m., Fravel said he took Kingsbury’s Chrysler Town & County minivan to run errands. Fravel claims that was the last time he saw Kingsbury. He said he returned around 1:30 p.m., and she was gone.

“Inside the residence, investigators located Maddi’s phone, the jacket she had been wearing earlier in the morning, along with her wallet and ID,” Williams said.

Police said a van matching Kingsbury’s was seen driving west and then south through Winona and Fillmore counties in the direction of Mabel, which is listed on Facebook as Adam’s hometown, and then back north again later.

The van was last seen being driven down a county road.

Fravel previously released a public statement denying allegations that he was involved in Kingbury’s disappearance. He also said he’s cooperated with authorities, including multiple interviews.

“I did not have anything to do with Maddi’s disappearance. I want the mother of my 5-year-old and 2-year-old to be found and brought home safely. I want that more than anything,” Fravel said.

Police said numerous search warrants have been served, and have processed the van to collect forensic evidence, but they remain tight-lipped about any evidence they’ve found.
